On a new layer, name it eye brow, draw this small shape to better define the area above the eye, so we can make it look like an eye brow:



Fill it with black color:



We'll add more to the eye brow later, lets make the third eye. On a new layer, name it base. We're going to make the base of the third eye now, draw the shape as shown below:



Fill it with black color:



Create a new layer, name it base 2. Draw the shape as shown:



Fill it with black color:



Drawing the third eyeball, using the pen tool draw this shape:



Fill it with the color code : #f8f8f8, stroke: 2px, black.



Add an eye inside the eyeball, like you did for the other eye, only smaller, fill it with black too:
