help requests

I see my CW neighbors publishing requests for goal items to their wall, so that we can click to help them. I cannot figure out how to do this. When I click to ask for help, it takes me straight to my neighbors list and I have to ask every individual person. Is there a setting I am missing or something for this? Thanks!

I know with me, some of the things I have to ask for have been posted to my wall & others, I have to ask each person...I think some are just set up one way & others are set up another...
